The above-described real property will be sold to satisfy the expense of sale and the obligation secured by the Deed of Trust as provided by statute. The sale will be made without warranty, express or implied,
regarding title, possession, or encumbrances on the 28th day of November, 2025. The defaults referred to in Paragraph III must be cured by the 17th day of November, 2025 (11 days before sale date), to cause a
discontinuance of the sale. The sale will be discontinued and terminated if at any time on or before the 17th day of November, 2025, the defaults as set forth in Paragraph III and the Trustee's fees and costs are paid. The sale may be terminated any time after the 17th day of November, 2025, and before the sale by the Borrower, Grantor, and Guarantor, or the holder of any recorded junior lien or encumbrance paying the entire principal and interest secured by the Deed of Trust, plus costs, fees, and advances, if any, made
pursuant to the terms of the obligation and the Deed of Trust, and curing all other defaults.

A written notice of default was transmitted by the Beneficiaries or Trustee to the Borrowers and Grantors at the following address:

Sealed bids will be received up to the hour of 2:00 PM, local time, on December 12, 2024, by Jeff Harrington, Public Works Director, at his office, third floor, City Hall, 1095 Duane Street, Astoria, Oregon 97103, for the following work:
Public Works Equipment Shed Siding and Roofing Project 2024
PROJECT DESCRIPTION
The intent of this project is to replace the metal roofing and siding on a 3,630 square foot equipment building located at 550 30th Street in Astoria, Oregon. The following is a brief summary of the major elements of Work that are to be provided by the Contractor:
1. Remove existing siding, roofing and associated materials.
2. Install new weather-tight purlin bearing rib (PBR) corrugated metal siding and roofing with all necessary flashing and trim materials.
3. Replace 24 deteriorated 'Z' purlins\girts.
4. Replace 10 deteriorated 'Eave Strut' purlins.
5. Install new continuous gutters and downspouts.
6. Additive alternate bid items if awarded – Replace additional 10 deteriorated Z purlins.

Project Substantial Completion shall be May 16, 2025, and Project Final Completion shall be June 6, 2025.

A MANDATORY pre-bid meeting will be held on December 5, 2024, at 10:00 AM, local time, at the Astoria Public Works City Shops, 550 30th Street, Astoria, Oregon, 97103. Bids will be accepted only from bidders attending the pre-bid meeting. If a bid is submitted by a contractor having not attended the pre-bid meeting, it will not be accepted and will be returned unopened. A project site tour will follow the pre-bid meeting.

Any bids received after the above specified time will not be considered. The carrier, including the United States Postal Service, is considered an agent of the bidder.

Solicitation Documents may be reviewed and/or obtained from the City Engineer's Office, Astoria City Hall, 1095 Duane Street, Astoria, Oregon 97103; by phone (503) 338-5173; or via email at engpermits@astoria.gov. A non-refundable fee of $50.00 will be charged for a paper copy of these documents. A PDF of the documents will be provided via email at no charge, upon request.
Questions regarding the project during the bid period shall be submitted to Bo McMahan, City of Astoria, via phone at (503) 338-5173 or email at bmcmahan@astoria.gov.

Bids will be publicly opened and read by the Public Works Director at 2:00 PM, local time on December 12, 2024, in the Astoria Walldorf Conference Room at City Hall, 1095 Duane Street, Astoria, Oregon 97103. All bids must be accompanied by a certified check, a cashier's check or bid bond in an amount equal to at least 5% of the total bid.

If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870. The contract is NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095 Duane Street, Astoria, OR 97103, (503) 338-5173. Prequalification applications must be received at the above location no less than seven (7) calendar days prior to bid opening. Required minimum prequalification class(es) of work for the Contractor (or Contractor in combination with proposed subcontractor(s)) for this contract are:
- BLD: Building Alterations
- OTH: Roofing
- OTH: Sheet Metal Work

Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor's Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.055.
