CALL FOR BIDS - PUBLIC WORKS IMPROVEMENT
Sealed bids will be received up to the hour of 2:00 PM, local time, on July 17, 2025 by Jeff Harrington, Public Works Director, at his office, third floor, City Hall, 1095 Duane, Astoria, Oregon 97103, for the following work:
2025 Slow Sand Filter Resanding Project
PROJECT DESCRIPTION
The intent of this contract is to resand the existing sand filters that process domestic water for the City of Astoria. There are three filters (1, 2, and 3) that are the same size and a fourth (4) which is larger than the first three. The sand filters are located within the City watershed in the hills approximately 12 miles south east of the City. The access into the watershed is restricted with locked gates. The four filters are together in an area above the dam near the reservoir so that the adjacent ground in the area drains directly into the reservoir. The processed water from the filters goes directly into the City water system. The work consists of removing and stockpiling approximately 18 - 24 inches of existing sand from the bottom of the filter, then furnishing and installing approximately 2.0 – 4.5 feet of new sand and capping it with a layer of the previously removed sand. This will require an estimated 10,400 tons of new sand. While work is being completed on one sand filter, the remaining three sand filters must remain operational. The quality of the watershed and the operation of the existing filters must be maintained at all times. There are stringent specifications for the quality, handling and the placement of the sand.
Project Substantial Completion shall be 24 months from the Notice to Proceed and Project Final Completion shall be 25 months from the Notice to Proceed.
A MANDATORY pre-bid meeting will be held on June 26, 2025, at 10:00 AM, local time, in the Astoria Walldorf Conference Room, 2nd Floor, City Hall, 1095 Duane Street, Astoria, Oregon, 97103. Bids will be accepted only from bidders attending the pre-bid meeting. If a bid is submitted by a contractor having not attended the pre-bid meeting, it will not be accepted and will be returned unopened. A project site tour will follow the pre-bid meeting.
Any bids received after the above specified time will not be considered. The carrier, including the United States Postal Service, is considered an agent of the bidder.
Solicitation Documents may be reviewed and/or obtained from the City Engineer's Office, Astoria City Hall, 1095 Duane Street, Astoria, Oregon, (503) 338-5173. A non-refundable fee of $100 will be charged for paper copies of these documents with full-size prints of the plans.
Questions regarding the project during the bid period shall be submitted to Nathan Crater, P.E., City of Astoria via phone at (503) 338-5173 or email at engpermits@astoria.gov.
Bids will be publicly opened and read by the Public Works Director at 2:00 PM, local time on July 17, 2025 in the Astoria Walldorf Conference Room. All bids must be accompanied by a certified check, a cashier's check or bid bond in an amount equal to at least 5% of the total bid.
If the total bid exceeds $50,000.00 the contract will be subject to Prevailing Wage Statute ORS 279C.800 to 279C.870. The contract IS NOT subject to federal prevailing wage rates under the Davis-Bacon Act (40 U.S.C. 3141 et seq).
Prequalification of bidders is required. Forms may be obtained from the Engineering Division Office, 1095 Duane Street, Astoria, OR 97103, (503) 338-5173. Prequalification applications must be received at the above location no less than seven (7) calendar days prior to bid opening. Required minimum prequalification class(es) of work for the Contractor (or Contractor in combination with proposed subcontractor(s)) for this contract are:

In addition to the prequalification requirements listed above, the Contractor shall have documented previous sand filter media placement experience on a public project within the last 10 years to be considered a prequalified bidder for this project. This evidence must include contact information for an owner's reference to verify past performance. This supplemental information must be received at least 3 days prior to the bid opening.
Prior to submission of its bid, bidder shall be registered with the Oregon Construction Contractor's Board as required by ORS 701.055, and thereafter comply with the requirements of ORS 701.035 to 701.055.
Bidders shall be qualified in accordance with the applicable parts of ORS 279C in order to submit a bid for public works in Oregon.
