CLATSOP COUNTY HEARINGS OFFICER
NOTICE IS HEREBY GIVEN that the Clatsop County Hearings Officer will conduct a public hearing starting at 9:30 A.M. on WEDNESDAY, AUGUST 12, 2026, via a virtual meeting.
ARCH CAPE FIRE STATION EXPANSION
CONDITIONAL USE PERMIT #186-26-000250-PLNG

The Cannon Beach Rural Fire Protection District (CBRFPD) has submitted a Conditional Use Permit (CUP) application for the expansion of the existing Arch Cape Fire Station. The expansion includes an addition to the existing station for dormitory and living space for firefighters. The project also includes a new building for additional vehicle and equipment storage near the north property line.
The Arch Cape Fire Station is owned by CBRFPD, addressed as 79729 Highway 101 and further identified as Township 4N, Range 10W, Section 19BC, Tax Lot 4000 (41019BC04000). The subject property is zoned Forest 80 (F-80), with only the northeast corner of the property within the Geologic Hazard Overlay (GHO).
Per Section 4.3550(15) fire stations for rural fire protection are subject to a Type III review, as such, a Public Hearing will be held to review the request. The Public Hearing will be held virtually by the Clatsop County Hearings Officer, who will render a decision on the fire station expansion. Additionally, as part of the Fire Station expansion and new storage building, CBRFPD has also submitted for an Administrative Variance to the side setback requirement, which will also be reviewed by the Clatsop County Hearings Officer per Section 2.0020 (2), Consolidated Review.
KNAPPA SELF STORAGE LLC. EXPANSION
CONDITIONAL USE PERMIT #26-000220-PLNG
Knappa Self Storage LLC. submitted a Conditional Use Permit Application (CUP) for the Expansion of Mini-Storage on a property in their ownership located at 42270 Kylester Lane, Astoria. The subject property is identified as Township 8N, Range 07W, Section 20B, Tax Lot 2606 (80720B002606), which is within the Rural Community Commercial – Light Industrial Zone (RCC-LI).
Mini-Storage can be permitted in the RCC-LI Zone under a Type III permit procedure per LAWDUC Section 4.1650(3).
As Mini-Storage is a Type III application in the RCC-LI Zone, a Public Hearing will be held to review the request. The Public Hearing will be held virtually by the Clatsop County Hearings Officer, who will render a decision on the CUP request.

All interested people are invited to submit written comments relevant to the proposed development and applicable standards to the Clatsop County Land Use Planning. Written comments may be sent via mail (800 Exchange Street, Astoria, OR 97103) or email (COMDEV@clatsopcounty.gov). All comments must be received in this office no later than 4:00 p.m. August 10, 2026, to be considered in the review. Failure to raise an issue in person or by letter precludes appeal via the Land Use Board of Appeal (LUBA) or Circuit Court. When raising an issue, only relevant Zoning Code or Comprehensive Plan approval criteria are considered relevant. All evidence relied upon by the decision maker is public record and is available for public review. Copies of this evidence can be obtained at a reasonable cost from the County. A copy of the staff report will be available for inspection at no cost at least seven days prior to the hearing and paper copies will be provided at reasonable cost.
